for families making $450,000 a year and individuals making 400,000. it would also increase the taxes on estates worth more than $5 million and extend unemployment benefits for one year. president obama said he would have preferred a grand bargain that solved all of washington's revenue and spending problems. >> with this congress that was obviously a little too much to hope for at this time. it may be -- and maybe we can do it in stages. >> negotiations have been going on all day. lawmakers and aides moving back and forth between meeting rooms here on capitol hill on what is normally a quiet new year's eve. the major sticking point now is spending. the president suggested lawmakers take action on deficit reduction in the next few months and that more tax revenue could be involved in those discussions, but republicans are furious at that possibility. >> i'm willing to support revenues to deal with this

problem. the overall problem. but what i will not agree to is using revenues to replace spending reductions. >> reporter: even if the senate approves the deal by midnight, the house still has to pass the measure before the president can sign it into law. randall pinkston, cbs news, washington. >> that process could take a couple of days but lawmakers say it could be made retroactive but no matter what kind of deal is made, your paycheck will likely shrink in 2013. jessica doyle with more on that part of the story. >> reporter: whether or not you think congress can pull off some sort of fiscal cliff compromise before major economic fallout sets in, there's one thing you need to be prepared for, for many of you, your paycheck will go down in the new year. here's why. the payroll tax was cut by two percentage points over the last two years to give the economy a little nudge. experts say that tax holiday is coming to an end and the small tax break adds up big over the course of a year.

the center on budget and policy priorities says it's about $100 billion that will come out of our paychecks and go to the tax man. goldman sachs says that ending the tax holiday would shave 0.6 percentage points off economic growth next year which is not predicted to be all that strong anyway and here's the impact on you. let's say you make $50,000 a year, that's an extra $20 out of every single paycheck every week. doesn't seem like a lot of money but when you do the math, it sure adds up. that's $1000 you won't be taking home in 2013. jessica doyle, 9 news now. angry, frustrated and confused, that's how many americans say they are feeling as we near the fiscal cliff. early today, dozens of people stopped what they were doing to watch the president's statement thank you miami -- at the museum. they were hoping to hear the president say we've got a deal. instead all they heard was a deal is in sight but not done yet. >> very frustrating that they

officer dead tonight killed in a fiery crash here in bristow. officer chris yung on his motorcycle on his way to another crash when police say a minivan crossed in front of the 35-year-old attempting to enter the target parking lot here causing that crash which again took the officer's life and no one else of was hurt in this crash. it happened after 2:00 in the afternoon and again this street has been blocked off for quite a while. again, this is va28 right behind me and yung had worked for the department for about seven years. he was assigned to the traffic department as a motorcycle officer. again, a really sad situation and to add to that also the acting chief asking for everyone's thoughts and prayers tonight as the whole entire department is trying to come to grips with the loss of a colleague and a dear friend. live here in briscoe, deborah alferown. secretary of state hillary clinton did not suffer a stroke or any brain damage from the blood clot that formed in her

head. we are told the clot is in a vein between the brain and skull right behind her right ear. doctors are using blood thinners to dissolve the clot. plan to replace clinton -- release clinton from the hospital after full recovery. take a live look outside now on this chilly new year's eve. aircrafterica joins us for your latest forecast. >> lots of clouds moved in during the afternoon. got up to about 41 degrees at reagan national, the low was 29 so it was a chilly overnight but right on target for our normal low this time of year, and by the way, those precipitation amounts, that's what you can put in the record books as our annual total for 2012, 32.245, seven .29 inches less than we typically get in a year. we have a little bit of rain on the way and you can see snow showers up to the north. they will not be a factor in our forecast and overnight tonight it looks like good weather for the fireworks

in the east, champions 2012. >> it's fabulous to see the burgundy and gold and making the catches and making the plays and the hits and the interceptions and it's just -- i mean it's the best. >> reporter: in a city better known for its bonks than its wins, its bureau ras than -- bureaucracy than its blitz, washington has become a hometown sports town. >> reporter: hard to believe in 2004 washington didn't have a baseball team. now with young talent the nats clenched the best record in major league baseball. >> they surprised everybody. they did. they took it to the playoffs and i wasn't expecting that one at all. >> scores. >> reporter: washington capitals have its die hard fans too, even as the team remains benched because of the nhl lockout. there's even reason for optimism for that other washington team, the wizards.

john wall back on the court in january playing for the first time with another great young player, bradley beal. who knows. maybe even a wizards fan's dreams can come true. at the verizon center, andrea mccarren 9 news. >> andrea also wanted to mention that d.c. united made it to the major league soccer playoffs for the first time since 2007 but lost in the eastern conference championship. people all over the country getting ready to celebrate new year's eve, one of the biggest parties in the d.c. area is first night alexandria in old town. the family friendly nonalcohol affair. live music, dancing and other activities. happening across 21 indoor venues including here at the durant art center. one mom we spoke with says her family appreciates the kid friendly atmosphere. >> it's really nice. the kids are old enough to do this now and to get out and we are looking forward to all of the performances later tonight. >> sit over here now. >> there's still plenty of time to take part.

tickets are $20. children 12 and under as well as active military get in free. there's no reason to drink and drive tonight if you've had too much to drink this new year's eve, there's a free cab waiting for you. call sober ride at 800-200- 8294. the rides run from 10:00 tonight until 6:00 tomorrow morning. cab rides of up to $30 are covered but you'll have to take care of anything beyond $30. and you have to be at least 21 years old. it's a cold night for new year's eve partiers in new york city waiting for the annual ball drop. edward lawrence is in the crowd with details. >> reporter: they arrived early. >> 4:00 in the morning. >> reporter: from all corners of the world. >> came from australia. >> reporter: 1 million people together braving freezing temperatures to celebrate the start of 2013 in the new year's mecca, times square. >> i love it. cold, very exciting, though. >> reporter: everyone gone through an extensive security screening from thousands of

extra police officers, new york's police commissioners describe this as the safest place in the world. the most anticipated event of the night, the one minute long ball drop from high on top of the times building. >> here we go. >> reporter: the giant ball made up of waterford crystals made a practice run earlier. with the sun now down and temperatures around freezing at midnight, the most could have velted item -- coveted item here is not balloons or streamers but these, hand warmers. >> they are in here somewhere, yep. i tucked some in my boots and i think the hand warmers are going to save me today. >> reporter: revelers with prime spots might also catch a glimpse of tonight's headliners, gangnam style psy and -- >> i'm mainly here to see taylor swift. >> reporter: just like taylor swift, many guests will never ever get back here again. >> i did watch this every year growing up and so the ball seems so close to me now. >> reporter: an experience that for many is once in a lifetime.

a crook in washington state messed with the wrong man. make that the wrong marine. corporal alex potley returned from a shopping trip to discover the front door of his parents' home kicked in. he caught a burglar red handed with jewelry and hunting gear. the marine just finished a tour in afghanistan. he says when he was standing there with the burglar, his military training kicked in. >> when i took him to the ground i just -- it kind of kicked in to put him in a headlock and a choke and then i -- i put my knee on his head. everything kicked in. >> he sat on top of the man until police arrived five minutes later. the suspect is now facing criminal charges. well, the new year is just 4 1/2 hours away or so and that means millions of americans will make resolutions to try to improve their lives. unfortunately, most of us will not succeed.

reporter adriana diaz has tips on how to make your resolutions ones you can reach. >> reporter: exercising more is one of the most popular resolutions people make for the new year. >> lose weight. >> reporter: for many the new year means new beginnings. research shows more than 100 million americans resolve to change their behavior every january but only 1/3 of them succeed. soul cycle instructor nick says part of the reason is that some resolutions are unrealistic. you should set goals you can actually reach. >> i need to lose 30 pounds but i'm going to give myself a year to do that and i'm going to work, you know, 2 pounds a month, which is moderate to average and totally attainable. >> reporter: another tip, say you're going to eat better and healthier, not diet. at first pick one or two foods to limit. then add more. >> milk if you're putting milk into your coffee instead of doing like whole milk or half and half, try skim. >> reporter: lull want to -- you'll want to reward yourself, it will keep you motivated and

>> we are getting the new year off to a somewhat unsettled start but tonight it's calm. let's take a look outside right now. no problems to speak of but plenty of clouds in place. the current temperature is 40 degrees. the dew point is 22, so nice low dew point means that the showers that have already showed up on the radar have evaporated before they hit the ground so we don't have moisture out there right now besides up in the sky, cloudy but dry overnight tonight, that's the way it's going to stay in your weather headlines but a few showers approach on tuesday. i think we will see rain and maybe a wet snowflake but it will go ahead and melt once it hits the ground. it's too mild for any of that snow to stick. i think that's a good thing for your new year. right now 33 degrees in hagerstown, 36 in leesburg and gaithersburg, 36 in manassas, a southwest breeze keeping us above freezing even in culpeper and martinsburg. satellite and radar shows the showers, a few snow showers up

to our north but you can see where the rain showers are trying to sneak in and a few of them reaching the d.c. metro but not reaching the ground so we are keeping it dry as we head through the overnight hours. we will see plenty of clouds, though, and as you're ringing in the new year, nothing going on, some more snow in garrett county but they've got plenty of snow over the past week or so, more than a foot actually in parts of garrett county. a few showers, especially to the south of d.c. as we head into the afternoon on tuesday, new year's day, most of us will stay pretty dry, maybe just a couple 100th of an inch of rain. and as i mentioned before, if there are snowflakes they are going to melt when they hit the ground. overnight tonight, mostly cloudy, maybe a sprinkle but staying dry, i think. 29 to 34 for those overnight lows with winds out of the southwest at five to 10 miles per hour. tomorrow morning mostly cloudy with a shower, temperatures in the 30s, but we will warm into the 40s in a couple of spots as we head into the afternoon. lots of clouds still in place, 37 to 42 for those afternoon highs with southwest winds

continuing at five to 10 miles per hour. so over the next three days your 9 weather alerts are all green on new year's day, even though we have a chance for a shower, not a big deal, wednesday breezy and you'll notice the chill in the atmosphere with a high of 38. it's not going to be as windy as it was yesterday but still take that wind chill into account on wednesday. thursday partly sunny and 40 degrees, looks pretty good. however, temperatures are going remain below normal for the next several days through the rest of the workweek and into next weekend, a high of 40 degrees on both saturday and sunday and looks like the weather will be just fine for the redskins game at fedex field, though, you know, we will be on the chilly side, not as windy as last game. >> that's the forecast everybody wants to know. looks good, 40 and sunny. >> and not really windy like it was last night. >> terrific. thanks. stay with us. we will be right back.
